With the Decree-Law No. 633 on the establishment of the Ministry of Family and Social Policies, on 8/06/2011, with the merger of the Directorate of Disabled People and the General Directorate of Social Services and Child Protection Agency (SHÇEK), the Department of Disabled Care Services and the Department of Elderly Care Services The General Directorate of Elderly Services was established.
The name of our General Directorate was changed to the General Directorate of Disabled and Elderly Services by Law No. 6462, which was published in the Official Gazette dated 3/5/2013 and numbered 28636.
The basis of the developments that have been achieved up to the present day regarding the disabled people constituting the service area of the Administration of Disabled People; to ensure that people with disabilities enjoy full and equal enjoyment of human rights and fundamental freedoms and their full and effective participation in society.
Within this framework, various policies, norms and standards have been developed for the disabled according to the changing conditions in the world. These developments have been effective in evaluating disability issues and determining policies in our country.
In line with the decision of the United Nations General Assembly to declare 1981 as 10 10 Years of Disabled People sorumlu, the establishment of an institution responsible for the coordination of services provided to disabled people in all countries under the chairmanship of the National Coordination Committee for the Protection of Persons with Disabilities Uştur was created. In 1983, the Board became a “permanent board” and provided continuity in its services. The Board continued its activities until 1997 and ended its duty with the establishment of the Administration for Disabled People.
In order to ensure the full participation of people with disabilities in social life regardless of the level of development of the countries, the United Nations General Assembly declared the years 1983–1992 as the UN Decade for the Disabled in 1982 and the Eylem Standard Rules on Equal Opportunities of Persons with Disabilities 1993 adopted in 1993. In accordance with the Decree Law no. 571, the Presidency of Administration for Disabled People was established on 30.05.1997.
The purpose of establishment of the Administration for Disabled People is; to ensure that services for the disabled are carried out regularly, effectively and efficiently; to provide cooperation and coordination between national and international institutions and organizations, to help the formation of the national policy related to the disabled, to identify the problems of the disabled and to investigate their solutions.
The Presidency of the Administration for Disabled People, which was attached to the Ministry of Labor and Social Security on 22 November 2002, was re-attached to the Prime Ministry on 06 May 2003 and the Presidency of the Administration for Disabled People continued its activities until 2011.
Disability Care Services Department and Elderly Care Services Department, which are involved in the formation process of our General Directorate, have developed within SHÇEK structuring. In this context, the government's direct responsibility for planning, programming and execution of services related to disabled and elderly people was realized in 1963 with the establishment of the General Directorate of Social Services under the Ministry of Health and Social Welfare Law No. 225.
On 24.05.1983, the related articles of Law No. 225 were amended and the General Directorate of Social Services and Child Protection Agency, which has an added budget and legal entity, was established with the Law No. 2828. This law aims to organize social services and activities for families, children, disabled, elderly and other persons in need of protection, care or assistance.
After the establishment of SHÇEK General Directorate, it was connected to the Ministry of Health and Social Welfare and as of 18 March 1989 it was attached to the Prime Ministry. In 2011, SHÇEK was reorganized under the umbrella of the General Directorate of Handicapped Care Services, which provides care for the disabled, and the Department of Elderly Care Services, which provides services for the elderly.
